Limited Submissions
Background
A Limited Submission is a funding program for which the sponsor has restricted the number of applications or proposals an institution can submit in response to that program. A partial listing of example programs with limited submission restrictions is provided below. The principal investigator is responsible for notifying the ORSSP if a proposal is being developed for any program that requires limited submissions from the institution.
Process
The principal investigator should complete all Limited Submission Materials (below) and submit the information to the Grant Coordinator 2 calendar months prior to the submission deadline for the program. If the number of applicants exceeds the allowable number of submissions by the sponsor, a committee will be convened by the Associate Vice President for Research to determine which proposal(s) will be approved for submission to the sponsor. Nominees are informed of the committee's decision and successful applicants should develop their full proposals for submission utilizing normal ORSSP procedures.
Internal Competition Submission Materials
All nominees must complete the following when applying for Limited Submission programs:
- Limited Submission Coversheet
- Brief nomination Letter from Department Chair or equivalent
- Two (2) page pre-proposal outlining proposed research program
- Current CV
- One (1) page resources/facilities statement
- A copy of prior reviews in the case of a proposal resubmission
All materials should be received at least 2 calendar months prior to the submission deadline for the program.
Limited Submission Programs
As an example, the following is a partial list of programs requiring Limited Submissions as provided by the COS. These and other externally-funded programs may be found by searching COS from the ORSSP External Funding Opportunities page. Principal Investigators should review program guidelines of these and other programs to ensure that adequate time is provided for pre-proposal review.

Internal coordination required. An institution of higher education, non-profit organization or consortia of such institutions or organizations may be the Lead partner in only one proposal per Partnership category - Targeted, Institute, MSP-Start, or Phase II. Organizations may be a non-Lead partner on more than one proposal. For this competition, an institution of higher education and its institutionally affiliated foundation or research foundation are considered to be the same organization. A central organization that acts as fiscal agent for multiple institutions in a university system is not considered to be the same as the individual colleges and universities that are part of the system, and may act as fiscal agent for one or more proposals submitted in response to this solicitation. Given the focus on institutional integration, an institution may submit only one proposal to the I3 competition for each deadline. Any proposal to the MSP Program should be a single submission that includes support for all partners that are requesting funding from NSF. |

Submission of letters of intent is required when submitting a planning grant proposal. An LOI must be approved by the NSF Program Director before the institution may submit a planning grant proposal. In general, institutions must have been awarded a planning grant before they are eligible to submit a full center proposal. NSF may waive this requirement if the institution wants to join an existing center, has the approval from the center director to join, and meets the minimum membership requirements to create a research site.
The LOI due dates are January 2, 2009, June 26, 2009, the first Friday in January, annually thereafter, and the fourth Friday in June, annually thereafter.
The full proposal due dates for planning grants and full center proposals are March 6, 2009, September 25, 2009, the first Friday in March, annually thereafter, and the fourth Friday in September, annually thereafter.
Internal coordination required. Grantee institutions that have an active single university I/UCRC award are not eligible to apply for another single university center; however, they may apply for a multi-university center. Any institution may submit multiple multi-university center proposals provided that the proposed research topics involve different disciplines and support different industries. |

Internal coordination required. An organization may submit only one application under these FY 2009 Grants for Arts Projects guidelines, with few exceptions as listed below.
1. Access to Artistic Excellence and Learning in the Arts for Children and Youth
For these two funding categories, exceptions to the one-application rule are made only for parent (and related) organizations. A parent organization that comprises separately identifiable and independent components (e.g., a university campus that has a presenting organization and a radio station) may submit an application for each such component. In addition, a parent organization also may submit one application on its own behalf for a distinctly different project. The parent organization must meet the eligibility requirements for all applicants. A related organization that performs grant administration duties for a parent organization (e.g., a college foundation that administers grants awarded to a college and its components) may submit applications for components and the parent organization in lieu of such applications being submitted by the parent. The related organization must meet the eligibility requirements for all applicants.
An independent component must be a unit that is both programmatically and administratively distinct from the parent organization, have its own staff and budget, and generally have an independent board that has substantial responsibility for oversight and management. To qualify as independent, a component should be equivalent to a stand-alone institution with a separate mission.
2. Consortium applications
In addition to submitting an application on its own behalf, an eligible organization may serve either as the lead applicant or as the primary consortium partner in one consortium application for a distinctly different project. If an organization chooses not to submit an application on its own behalf, it may serve either as the lead applicant or as the primary consortium partner in two consortium applications for two distinctly different projects.
A consortium is a partnership of organizations that undertake a shared project that requires combined resources of capital or human talent. The members jointly conceive, execute, and expend resources on the project. For the purposes of these guidelines, consortium applications should list two members only: a lead applicant and one primary partner. Other organizations may participate in the project. Both consortium members (i.e., the lead applicant and its one listed partner) must meet the eligibility requirements for all applicants. A parent organization and its component(s) may not apply as a consortium.
3. Challenge America Fast-Track Review Grants
For this category, exceptions to the one-application rule are made only for parent organizations that have separately identifiable and independent components; this includes city or county governments. If an organization applies to the Challenge America Fast-Track Review Grants category, it may not submit another application to the Access to Artistic Excellence or Learning in the Arts categories. |
