Policies and Procedures for Research and Sponsored ProgramsAuthorized Officials and Execution Authority on Proposals and Awards Background Sponsored programs awards, including grants and contracts, are made to Georgia Southern University and are accepted by an Authorized Official capable of contractually binding the University on behalf of the Board of Regents of the University System of Georgia. Therefore, any contract or agreement for research must be processed through the appropriate University office. Agreements or contracts are not considered legally binding unless an Authorized Official executes the agreement. An investigator may lose an award if the corresponding agreement is not properly reviewed and executed by an authorized signatory of Georgia Southern. Process Georgia Southern University Research and Service Foundation, Inc. Most proposals and awards are submitted and accepted in the name of the Georgia Southern University Research and Service Foundation, Inc. (GSURSF). Once an award is accepted by the GSURSF, the sponsored activity is subcontracted to Georgia Southern for the performance of program. In such cases, the Executive Director, as the Authorized Official of the GSURSF will execute proposal and award materials on behalf of the GSURSF and the Vice President for Academic Affairs will execute materials on behalf of the University. Proposals and Awards for Georgia Southern University In rare cases where proposals are submitted or awards are accepted by Georgia Southern University, independent of the Research and Service Foundation, the ORSSP will serve as the authorized office for coordinating pre-award processes (budget preparation, proposal submission) for the activity. In the event of an award, the ORSSP will also coordinate the review and negotiation of the award, and will seek execution of the award agreement by the Vice President for Academic Affairs.
