Approval Procedures for Rehiring University
System of Georgia Faculty Retirees

Georgia Southern University’s approval procedures for rehiring part-time
University System of Georgia (USG) faculty retirees is as follows:
- Departments or schools complete a Personnel Action Form (http://jobs.georgiasouthern.edu/forms/pa3.doc) for
the faculty retiree whom they wish to rehire part-time, identifying the
following:
- duration of the appointment (effective date and end date);
- compensation (amount);
- EFT and BCat (932Z03); and
- specific assignment (listed in the remarks section).
The department chair or school director ensures that the following criteria
have been met:
- there is a minimum break of one month between the effective date
of the retiree’s retirement and the effective date of the retiree’s
rehire;
- the retiree’s work commitment (EFT) is less than half-time;
and
- the retiree’s salary is consistent with the work commitment.
- The department chair signs the Personnel Action Form to indicate his
or her approval and forwards the form to the appropriate dean’s
office.
- The dean (or his or her designee) reviews the Personnel Action Form to
ensure that it is completed correctly and meets the criteria identified
in 1e-g above.
- The dean (or his or her designee) signs the Personnel Action Form to
indicate his or her approval and forwards the form to the Provost’s
Office.
- The Provost’s Office (faculty personnel services) reviews the
form for compliance with 1e-g above.
- Additionally, the Provost’s Office (budget services) reviews
the form for compliance with the following:
- the retiree’s salary is less than 50% of the annual benefit-base
compensation amount that the retiree was earning at the time of the retiree’s
retirement, with consideration for the average merit increase percentages
that have been applied since the employee retired; or
- the retiree’s salary is less than 50% of the average compensation
for the position into which the retiree is being hired based on the institution’s
existing compensation plan, or, if not applicable, the average compensation
of the existing or previous incumbents; or
- the retiree’s salary is less than 50% of a reasonable market
competitive rate for the position into which the retiree is being rehired
as determined by the institutional chief human resources officer.
- When all criteria have been met, the Provost and Vice President for Academic
Affairs signs the form to indicate institutional approval (the President
having designated her as authorized to sign on his behalf).
- The Personnel Action Form then goes to the University’s Budget
Office and Human Resources for processing.
